D?rnberg escaped to Great Britain. Katt, another patriot, assembled a number of veterans at Stendal, and advanced as far as Magdeburg, but was compelled to fly to the Brunswickers in Bohemia. Had the Archduke Charles marched through Franconia at the opening of the campaign, as he proposed, all these isolated bodies might have been encouraged, and knit into a formidable army. But the most powerful of all these independent leaders, the Duke of Brunswick, was too late to join Schill, Katt, and D?rnberg. Rostopchin, the governor of the city, had for some time been preparing for the grand catastrophe. Under pretence of pouring down liquid fire on the French from a monster balloon, he had employed great numbers of women in making such a balloon, and men in preparing fireworks and combustiblesthe accumulation of the latter being his real object. It was arranged that the coronation should take place early in the summer of 1821, and the queen, who in the interval had received an annuity of 50,000, was resolved to claim the right of being crowned with the king. She could hardly have hoped to succeed in this, but her claims were put forth in a memorial complaining that directions had not been given for the coronation of the queen, as had been accustomed on like occasions, and stating that she claimed, as of right, to celebrate the ceremony of her royal coronation, and to preserve as well her Majesty's said right as the lawful right and inheritance of others of his Majesty's subjects. Her memorial was laid before the Privy Council, and the greatest interest was excited by its discussion. The records were brought from the Tower: the "Liber Regalis" and other ancient volumes. The doors continued closed, and strangers were not allowed to remain in the adjoining rooms and passages. The following official decision of the Privy Council was given after some delay:"The lords of the committee, in obedience to your Majesty's said order of reference, have heard her Majesty's Attorney- and Solicitor-General in support of her Majesty's said claim, and having also heard the observations of your Majesty's Attorney- and Solicitor-General thereupon, their lordships do agree humbly to report to your Majesty their opinions, that as it appears to them that the Queens Consort of this realm are not entitled of right to be crowned at any time, her Majesty the queen is not entitled as of right to be crowned at the time specified in her Majesty's memorials. His Majesty, having taken the said report into consideration, has been pleased, by and with the advice of the Privy Council, to approve thereof." The queen's subsequent applications, which included a letter to the king, were equally unsuccessful. Strains suggest special arrangement, which is quite a distinct matter from general arrangement, the latter being governed mainly by the convenience of manipulation. Special arrangement deals with and determines the shape of framing, following the strains throughout a machine. In the present case we have a cutting strain which may be assumed as equal to one ton, exerted between the bracket or jaws which support the work, and the crank-shaft. It follows that between these two points the metal in the framing should be disposed in as direct a line as possible, and provision be made to resist flexion by deep sections parallel with the cutting motion. Plotinus follows up his essay on the Virtues by an essay on Dialectic.498 As a method for attaining perfection, he places dialectic above ethics; and, granting that the apprehension of abstract ideas ranks higher than the performance of social duties, he is quite consistent in so doing. Not much, however, can be made of his few remarks on the subject. They seem to be partly meant for a protest against the Stoic idea that logic is an instrument for acquiring truth rather than truth itself, and also against the Stoic use or abuse of the syllogistic method. In modern phraseology, Plotinus seems to view dialectic as the immanent and eternal process of life itself, rather than as a collection of rules for drawing correct inferences from true propositions, or from propositions assumed to be true. We have seen how he regarded existence in the334 highest sense as identical with the self-thinking of the absolute Nous, and how he attempted to evolve the whole series of archetypal Ideas contained therein from the simple fact of self-consciousness. Thus he would naturally identify dialectic with the subjective reproduction of this objective evolution; and here he would always have before his eyes the splendid programme sketched in Platos Republic.499 His preference of intuitive to discursive reasoning has been quoted by Ritter as a symptom of mysticism. But here, as in so many instances, he follows Aristotle, who also held that simple abstraction is a higher operation, and represents a higher order of real existence than complex ratiocination.500 Xi extends condolences over Hong Kong building fire, urges all-out rescue efforts to minimize losses

BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
